Yeah let's do same rule, if you don't have enough people from your country then teammates from neighboring countries work as well, let's just make this happen guys !

Just so you know didine it was Great Britain (Ireland,Wales,England and Scotland) that won the Davis cup, not england with some help from a Scottish player, if you go with your statement, it would be Scotland who won because it was Andy Murray and Jamie Murray who won the ties every time. But yeah 'GB' won

We can make it like WTF-sign in-system. I´ll explain: Somebody make analysis of players/countries like Pidzi made it for WO percentage.

So for example: (Top 200 or more based on ITST ranking) France: 24 (not counted, just a number), Italy 18, USA 9 and so on...

All countries with more than 5 potential players take part. Maybe countries with less potential players, if they guarentee to play. Minimum 3 players every country needs, better 4 if one player can´t compete.

Players from Portugual can play with Spain or Germany with Austria, if there are not enough players for example.

Maybe we can build teams like France I, II, III for example, if many players want to compete. But i´m not a big fan of this idea, as it´s not original Davis Cup (country vs country). But we have to analyse, how sign in develops.

Then a draw will be published with 16 countries or more.

If the draw is out, everybody from the certain country can sign in and the 3 highest ranked players will compete (who signend in + 1 or 2 reserve-players).

That i mean with WTF sign in system, where everybody can sign in and the best 8 players of the year, who signed in will play + 2 reserve players.

i think we could play this davis cup now with the 4 teams sign up because if we wait too much time certains guys could give up.
it s not a success but it s a start : perhaps certains guys could be attire to participate at this competition later
