Off a serve, yes -- if you decide your volley before they hit the shot it's pretty difficult to be successful, because each of the volley types is more/less effective depending on the shot they've played. When it's actually in a rally I mostly used control volleys, but the drop volleys I'm talking about are ONLY off a serve when you are charging the net and someone hits that short return.
