Aha! Maybe a location and number of tears shed multiplier would fix this. x4 for Aus, x3 for US, x2 for UK, x1 for FR.

Maybe multiply the number of Slams you did win, by the number of times you cried over the ones you didn't? I mean, it's one thing when Murray cried at Wimbledon last year, because he had lost his fourth Slam final, and might have been thinking he would never win one. But with Federer, it was kind of, "I might not be the all time greatest tennis player... waaaahhhhh!!!."

WOW, haven't watched the actual footage for a long time, had forgotten exactly how bad that was. I especially like the look on Nadal's face as he clapped angrily. That "wtf is wrong with this asshat" slight grimace look.
