Yep. An important point to be noted is that Managames server doesn't influences a match between two players. TE only sends data to Managames server in between games, for score updates purposes in the lobby (it's the reason why there is sometimes long freezes in between games when the MG server has some availability issues).
Meaning, the Managames server doesn't act like a tunnel between Player1 <> Player2 at all (or then two american people would have some huge delay playing together..). The main server only allows two players to connect each other, and after that, they are playing on their own, with a direct connexion. The only network activity with MG server by then is sending score data in between games (and maybe some sparse client/server security checks, i didn't checked the network flow), i guess Manutoo can confirm this.
The games being more enjoyable with a lower ping <150ms is another subject, i plenty agree with it, it's a pretty common fact among online gaming by the way. Higher pings changes the dynamic of the game considerably, though i've seen way worse cases compared to TE. Dream Match Tennis for example is terrible at handling latency. TE usually smoothes it pretty well in comparison.
I have to say i don't like much either to play 200/250ms matches, though, i still prefer playing for example, Algo with a constant, stable 180/200ms ping (no variation) compared to some europeans players using Wi-Fi and showing huge ping variations at times, like going from 50 to 170.. The most important regarding gameplay cumfort is connexion

That's how connexions should to be judged regarding our "lag rule" in my opinion. stability, consistency.
Recurring connexion loss, packet loss, heavy ping variations, ports closing randomly (never heard of this one), are connexions issues that should be adressed and fixed, and it's the player responsability.
