What if tournament doesn't get 16 players on time?

Ok so I've signed up to KAZAKHSTAN 1 40+ a week ago. today is the date it should start. Date 26 Feb'13 .. 14 Mar'13
So at the moment of writing there are still 3 spaces left. What if no one signs up anymore? Is this week wasted for me?
By any chance, what if all the tournaments have one space left each and there is no one to sign up? What's gonna happen now?

Generally speaking, we need a minimum of 9 players for a 16 man tournament. The tournament does not have to be full.

Ok I see how it is. I totally didn't know you could give bye in future events. I mean it's okay cuz there aren't enough players.
I know most 96 or 48 player draws give bye for the best seeds, but I just didn't think it was possible with only 13 players.
Anyways I got lucky in the draw
