Reflex actually doesn't increase the actual "reflexes" of a player at the net, these are solely determined by how fast you can press and release a button. Which sometimes leads to freaking absurd net rallies when both players look like they're hammering the ball against a wall. Reflex value does however increase the hit range of a player at the net and also at the baseline. With a high Reflex value you're more likely to hit a ball on a stretch or even run that would've otherwise gone past you.
When you're at the baseline, Reflex also improves your returns, control shots and I think that you're able to change directions quicker and your hit range should also improve.
