As in tennis strokes or an actual stroke? If the latter I'd say just one would be enough to win the match let alone the set if it was your opponent that had one.

Unless you count someone retiring, it's 36.

It can either be 12 aces (or service winners) + 12 double faults (24 serves), or 12 aces + 12 serves + 12 return winners.

If you want to get technical, it could be less with warnings/penalties.

I never thought of that , but even if it is a double fault , isn't it considered a stroke ?

Nope. You can double fault by swinging the air, never making contact with the ball.

What's the rules on that? What if you don't want to hit the ball because the toss is crap? Are you allowed to let the ball bounce or do you have to catch it?

If you make a swinging motion - you will lose a serve, then double fault on the second time.

If you don't make a swing, you can throw that ball up and catch it until the chair umpire calls time violation
