Instant Rocket being confused with glitching?

Recently I seem to have come across alot of players using the IR skill, and initially I thought this just can't be right, as some players were powering winners and deep shots back without letting up whatsoever, even though their power stat was lower than mine.

I now get the feeling that people may be confusing this skill when accusing a player of glitching. I'm not saying its an explanation for every scenario but it may apply to some players.

I don't think the skill should be banned but it does feel odd to play someone you know you have beaten easily in the past, or feel you should beat, only to be blown away by relentless winners and deep hitting.
