40/90 rule

Hi all, is the 40 / 90 rule still in place? I thought it was and everyplayer I've ever played on here has had attributes between 40 and 90. Just got demolished by a player with a volley of 94 which I didn't think was allowed. Maybe it is...I just didn't think it was?
