Yes, basically.
EDIT: To be more specific, rules say that
- seeds cannot face each others before third round
- top 8 seeds cannot face seeds between 17-24 in 3rd round (so only against 25-32)
- top 4 seeds cannot face seeds between 9-12 in R16 (so only against 13-16) but seed 5-8 can (so we could have Nishikori-Nadal or Berdych-Nadal in R16).

I predict we won't have a new winner this year. Most likely someone in the top 4 as much as I would like to see Fed get #18 his dominance in Wimby is over. He would have to play like 05' 06' Fed in order clinch this one which is not impossible but highly unlikely.
