Also, if you bar someone from entering a futures or challenger based on ELO you create an unequal opportunity for some players to gain ranking points. Guys who are already at a high ELO and want to join the tour would be forced to start at 250/500's etc... and would essentially have less opportunity to gain ranking points than others because they would only be eligible for a smaller number of tournaments, which arguably is unfair for their opportunity to quickly move up the rankings. Also, if high ELO guys start playing consistently it shouldn't take long for their ranking to exceed many futures qualifications, and if they don't play consistently then you shouldn't see them too often. It isn't perfect but we are also in a period where alot of very good players are becoming active again and so I think it seems like a bigger problem right now that it actually is in the long run.
