So I discovered merely changing port in TE selector to 4320 solved my issue, and did too for many others. when you're on "host game/join game" screen, change port to 4320. It may work for you. Hope it does!

You are guessing, maybe its open or maybe not ?

If you don't have a router - you have open port in your system firewall.

If you have a router you have to disable firewall on your system (you have it on router usually), and then you have to do:
1) setup static IP on your PC (not assigned by DHCP)
2) open proper port (4321 in TE) on proper IP which you setup above.
Thats all.

You do not have to turn off your PC firewall, just open ports on your router and make sure they are open on your PC firewall too
