Yes, that is how it is supposed to be! The "World Tour" icon you were used to see in older versions of ITST Mod has nothing to do with online play. In fact, this is the single player tour mode of the unmodded game, which is incompatible respectively has bugs with ITST Mod. That is why Elias changed it in such a way that it links to the ITST TE Chat.
