ITST Noob! Couple of questions.

I've looked around and maybe I've missed it but is there a sort of guide on the rules of joining the ITST and how to go about it? I want to join the tour and have been looking for this type of community for a long time. I got bored playing Top Spin 4 but I ran into you guys and learned about Tennis Elbow 2013 which is phenomenal.
