It's usually isolated issues related to system and drivers, happening when using stereo samples with TE.

TE Engine does very little bit about sound FX ; most of the loading is handled by Windows, & then the sounds are sent to DirectPlay for playing, so not much can go wrong in the middle, so usually issues are at start with the data or at end with the drivers / system...
Strike sounds are panned ; so if they're stereo, maybe it gives some issues with some systems.
In previous ITST mod, all sounds, umpires, grunts, strokes, were mono, Vanilla samples are mono as well. In 1.13 most of them are stereo, wich is probably why some systems may have some issues.
While making umpire sounds mono doesn't feel much different, strokes converted to mono definitely doesn't renders as good, thus it's a difficult choice, especially as very few people have issues.
I'll probably build a separate installer with different sound packs install options (giving options to install pre-1.13 sounds, post 1.13 ITST sounds, different umpires, El Croato soundpacks, etc), allowing everyone to customize the sounds easily.
