Maybe I'm just using it without knowing what the hell I'm doing

its explained mate , in tactics , its not easy 2 do u need training and sometime to get used to it , but i believe it should not be used by any1 , it ruined the game and should not be used by any player specially the top guys ,

Its should be turned off full stop in matches but how do you police it?

I don't think you do police it. If I had a dollar for every time I hit a deep back-corner top-spin only to see my opponent magically burst sprint to the other side to return with a well-timed AND well-placed shot for the winner (STRUGGLING AND ON THE RUN!), I'd have a nice pile of cash.
