We played on ranked match morld tour and in the last point while i was winning 3-0 he quit and i lost the match! I sent him a message and call him a cheater and that i will report him to ms and here in itst...
He said that yes but we are not playing for itst now! So what? Does this mean that he must cheat? How did he do that?

I don't think the ITSTPD deal with non-ITST matches. That's beyond their jurisdiction.

you really don't have control over that in WT 
and you don't have to call him out for WT stuff. If you really feel that way, then make your statement by beating him in an ITST tournament match ;p
