To get Rabari to show up, put two in DEF or SV, then once you add 13 OFF Rabari will show up.

Thanks man! I figured it out just before you posted this. Is this some kind of weird glitch when using the 50K xp bonus when creating a character? I put over 13 in OB more than a few times and Rabari never showed up but I was just cranking through the points and not even looking at the coaches until I had spent all 20 points.

I finally paid attention to the new coaches as they became available and saw him. I thought it was weird.

No, not a glitch, you need to put points in a certain order. Download the calculator by till 69, it will help you figure out exactly how to get coaches to appear.
