I don't know about TS4, but previous TS games only used standard features provided freely (and permanently!) by the Xbox Live network and the PS network. The drawback is that you are limited in terms of features and customizations you can offer to your players. The advantages are that it costs nothing to the developper to operate and maintain, and also that the online features for those games should remain active for as long as the console networks are.
