Can we play ts4 or ts3 on pc ?

I would like to know it is possible to play at top spin 4 or 3 on pc, with an emulator for example, or another thing.

I dont got enough money to buy a playstation or an ebox 360

It's possible, just find some tutorial on the internet to learn how to use an emulator. As I'm concerned, there are some PS3 emulators but you need a good computer. Of course you have to download the game in ISO format.

I have seen in a link that a ps3 emulator would need at least one go of graphic card memory and i got only 512 MO
do you think i can try or not, or it is lost ?

Sorry but... give it up. However you can use the PS2 emulator which is easy more or less to configure, you can play TS1 or xbox emulator for TS2 or..... actually the best option for you is buy Tennis Elbow (23€ now, before it was 19€ lol more expensive now xD) for pc and you'll be able to play it fluently cause the requeriments are low.
