I really hope ITST managers will punish cheater/cheeser players after the match ( with proof ofc) , i mean if someone use lots of DS or any cheesy style and wins, it would be nice to punish the player ...like not letting him/her to register in the up coming tournament or give a WO to the victim even if he lost.

personally i would just enjoy beating him more if i were you. Cheesy tactics work for a certain time before you find a way to counteract them.

Cheaters are punished, you have to report the incident to your tournament host.

If you dont report anything, then nothing will be done and no history of cheating will be kept regarding that person. The thing is that if you are just the 1st person to report that player, is going to be pretty hard to ban that person based only on your word, so maybe two or 3 other players have to report him in order for the ban to take effect. I know it doesnt sounds good but you have to understand unless the other guy says, YES I WAS CHEATING, its your word against his, so maybe not today but with time I am sure ITST will be almost cheese free.

The only way you could proove without any reasonal doubt that what you are saying is actually true, is by RECORDING your match, or you could also film it.... But only film it if you dont care that your wife, girlfriend, mother or any friend or relative will think that something might be wrong inside your head...
