I just played a match where someone used monster defense/topspin invasion, and when i quit the match to send him a message about it, he reported the score as if i had retired. How often does this happen?

Q: what to do when players use illegal skill sets?
A: Not to start or play the match.

It is your responsibility to check the skills before starting the match. Once you do start - you agree to the conditions and the match is valid. You cannot decide mid match that "now I will quit, since I cannot beat him and his banned stats".

You still should send your tournament host a PM. He will issue a warning to your opponent in regards to using banned skills.
