i vote for 2 tours :

* the normal TS3 ITST tour with only 1 rule max stat for anyattribute 90.
* and the sim tour 90-50 that anil is taking care of.

I vote for two tours as well, but differently than Zizou. One whithout any limits in character creation, like we have now, and a sim tour which we are trying out.
